Description

In https://forum.freeciv.org/f/viewtopic.php?t=95076 Helge reports that action dialog popup is not opened on airlift (S3_1 and later)

The reason is that the code does check for possible actions already before unit has been moved, and no action can be initiated from 30 tiles away.
