Description

Gnulib upstream has released some updates to gnulib-common.m4. They have not bumped serial, though the updates are more than comment changes. Update our copy.

We still have not merged patch to update gnulib-common.m4 to serial 115 (#1806), but it's ready to merge soon, so I decided to open this new ticket for further updates only entering testing rather than to disrupt its process.
