#1893 makes rulesave save_strvec() to (unconditionally) save strings with the gettext marking. That would be quite unexpected for general user of a function named so. Currently the function is ever only used for saving helptexts, where the new behavior is the correct one. Rename the function as save_helptext() to match its semantics as function specific to helptexts, and not all kinds of strvecs.
