Description
We no longer enable -Werror for debug builds inside meson.build. Instead, user is expected to pass -Dwerror=true for the same effect.
Out CI has not been updated to match, meaning it's not running with -Werror at all at the moment. Fix that.

I want to see this tested with the fix of #2150 in place, so let's implement that one first.
