Freeciv

Sandbox ruleset has effects to give celebrating cities additional history. Those effects are also delyaed by Owned counter so that conquered city does not immediately start producing this extra history. However, the owned requirements applies to founder of a new city too. Change that so that founder does not have the owned counter requirement (unless conquering the city back, in which case it's considered a conquest)
