With an ancient Win10 machine I managed to test gtk4-client of freeciv-3.1, and that doesn't seem to work either. The difference between freeciv-3.1 and freeciv-3.2 is that in latter gtk4-client is the default one, so people are more likely to download it.
I have not been able to test gtk3.22-clients yet, but hope that it works both on freeciv-3.1 and freeciv-3.2.

I tried, both versions work with gtk3.22 client so it's definitely a client issue.

Hi all,
I confirm that we have the same issue on windows 10 with the GTK4 version and the last 3.1.5 version of this night. Childs are running crying every where, any idea on how can I help tracking this issue ?

There's no much difference in functionality between gtk3.22-client and gtk4-client in freeciv-3.1 or freeciv-3.2. Only in freeciv-3.3 the gtk4-client will gain some animation support that gtk34.22-client does not. So using gtk3.22-client in win10 is a relative good workaround for now.

Ok thanks. By the time we tested the QT6 client and it seems to work well too. I need to fill some bug reports about the SDL2 version too.
