openAI seems unable to kill barbarian leader (collect ransom action)

Description
I have noticed playing 3.2.1 that AI does not seem to be able to kill the barbarian leader.
Playing AI games with classic ruleset, I have seen situations where an AI nation in an island is attacked by barbarians, the AI kills every barbarian unit, but not the leader, who keeps roaming the island for centuries.
I wonder if it caused because the new ruleset requirements (of v3.2) for the action Collect Ransom are not taken into account by the AI.

I have also noticed, since 3.2, that when you attack a city, it always appears the option to "Collect Ransom", even when there are no barbarian leader inside.
I find it unnecesary and missleading to show this option. Is there a way to edit a ruleset to stop showing the "Collect Ransom" option? I have been unable to find a way.

Attached savegame of auto-ai game with 3 barbarian leaders in the west of the ai island that are never killed (to collect ransom).
