Description

NeverProtects is not used in the supplied rulesets, that's likely why this wasn't noticed before. This screenshot is from Bardo's civ2civ3_earth ruleset.
The NeverProtects flag is subordinate to the Unreachable flag, and the code comment correctly says "Indented twice". The 2 items need to be displayed together.
