Description

Milsu reports in https://forum.freeciv.org/f/viewtopic.php?t=95021&start=4 that even when one comes to the pre-game screen from scenario loading, there's the ruleset selection button. It just doesn't have any effect, except to confuse user to think that they can change the ruleset there.
