Description

Some limits, like #define MAX_NUM_ADVANCES 400, are described in the ruleset files and comments-3.x.txt files, but some are not. Easy to fix. Missing ones:

Goods MAX_GOODS_TYPES
Tech classes MAX_NUM_TECH_CLASSES
buildings MAX_NUM_BUILDINGS
veteran_names MAX_VET_LEVELS
Extra types: MAX_EXTRA_TYPES
disasters MAX_DISASTER_TYPES

Multipliers (aka policies) MAX_NUM_MULTIPLIERS
