Description

Loading sandbox ruleset (after the default civ2civ3 ruleset):
1: "/fast/freeciv/main/src/data/sandbox/governments.ruleset": Duplicate government flag name 'ShieldToGold'
1: "/fast/freeciv/main/src/data/civ2civ3/governments.ruleset": Duplicate government flag name 'ShieldToGold'

It seems like government flags of previous ruleset are not cleared when switching ruleset.
