Use Case:
Place worker units on sentry within a city.
When pollution or fallout occurs, the workers on sentry should become active autoworkers to automatically start the cleanup.

There are many good reasons why user has sentried the worker instead of keeping it as autoworker. The worker might be waiting for a boat, or user has deemed it too risky for it to stay out in the open due to nearby enemy activity. As the patch stands, worker in a boat might leave the boat in the middle of the journey. I don't think we should override user's control in this. In principle this would mean that any worker may start acting as autoworker, and there would no longer be any point of having some units assigned (by the user) as autoworkers and others not (such assignment would not be respected, anyway).
What we should finally resolve is to make autoworkers out-of-tasks to seek shelter from nearby cities instead of stopping in the middle of nowhere, making it necessary for the user to clear their autoworker status to move them to safety.

It's also as easy for the user to make unit an autoworker as it's to sentry it, one keypress either way. We should respect user's choice in this.

True, if the autoworkers homed to the city when inactive, user direction would remain clear.
