'make update-po' does not work correctly with the gettext-1.0 updates. Let's target working updates to 3.2.4.

That seems to be a (mis)feature of gettext-1.0 Makefile.in.in, not a bug. For now my solution is not to update.
The old patch still applies.
'make dist' failes due to missing fetch-po.
