AI: Helicopter trying to recover on open

Description

AI assumes that it's always a good idea for damaged unit to remain remain still to recover hitpoints. This is not true, especially not for helicopters that actually lose more hitpoints waiting in the open.

I've seen AI helicopters to fly next to an enemy city, losing some hitpoints enroute there, and then just stay there losing more hitpoints. Not sure if they were eventually destroyed, or did they fly back home.

Need to consider at least normal healing too. As most units do not have recover effect, current patch means that no unit waits for any kind of recovery.

Won't make updated patch to S3_0 / S2_6. This would be an involved change to those branches.

- Do not consider unit non-HP-gaining if it has moved this turn and after that gains 0 HP (it likely could gain HP by stopping for coming turns)
