Description
#2084 updates targets other than emsdk to use ubuntu-26.04 runner. The issue with emsdk is that it's a cross-build, so it can't use tolua built as part of itself, and ubuntu-26.04 no longer provides (host) tolua.
This ticket is about resolving the tolua issue and updating also emsdk build to use ubuntu-26.04 runner.
