Description
Collect initial NEWS content for 3.3.0. That means going through all the commit messages in S3_3, and in main branch between S3_2 and S3_3 branching.
1.9.2026: There's 3095 commits between S3_2 branching point and current HEAD of S3_3.
In the beginning progress is expected to be exceptionally slow. Those early commits refer to osdn tickets, and osdn is completely dead now. Things have to be figured out without access to tickets.
1.10.2026: I'm 2830 commits behind S3_3 HEAD
I started this task of going commits through late September.
