Description
Msys2 Makefile.meson currently mentions followtag to set twice, in both "meson setup" command lines. The placement also often causes patches to backport unnecessarily not to apply cleanly.
Set the followtag to a variable just once, and refer to that variable in the "meson setup" lines.
