Description

In https://osdn.net/projects/freeciv/ticket/44782 elefant requested better support for different bombard ranges for different units. I don't think we can do much more for S3_2 than add fourth Bombard action. That would also be in line with how there's usually either 2 or 4 fake generalized variants of actions, not 3.
