Freeciv

Hello,

I created this patch to add the (semi) imaginary Conch Republic nation to FreeCiv. This nation is based on a tongue-in-cheek secession of Key West (and the Florida Keys) from the US as an act of protest, and later a tourism booster. The flag is from Wikipedia, a public domain work of the Key West government, though I did edit it to the 3:2 size.
