Add new requirement type "TileRel" (working title "TileRel") that checks relative placement of target tile and other tile (initially mostly just for action enablers and #588). enablers, but might be used by other effects later). Initial simple values should be "Same Region" at tile/c/adjacent range (the other tile's continent/ocean is the for same as that of _some_ tile in the range), tile, cardinally adjacent, adjacent, and "Only Other Region" at c/adjacent range (the other tile's continent/ocean is the only one in the range other than that of the target tile). same continent/ocean.
