Description
- Update to new base version (currently 250221)
- Add SDL3 libraries already available (SDL3-mixer is not)

S3_3 autotools side of msys2 does not work, and I'm not inclined to start debugging it (likely we wouldn't be able to do anything about it anyway, errors seem rather random). There really isn't use for the Makefile.autotools any more in S3_3. From main branch it has already been dropped, and I think we should drop it from S3_3 too. This patch does not touch it at all.
