ruleload.c: correct error message for no default specialist

Description
See patches in #1375, needs to be improved in stable branches. Default specialist must not have any reqs, not only min_size.
Files
Patch ready, likely applied to all branches.
Another thing needed correction, with no specialists at all section list became null and we got sigsegv insto warning.

Yeah, but 'git cherry-pick' from branch to branch (I applied the patch to local main-work branch, and cherry-picked to older) was smart enough to know about the file rename.
