Should this be targeted to 3.3? Civil War enabler is present there too.

Take advantage of the already assigned variable 'paction' instead of calling action_by_number() again.

Actually, it seems like the patch is not necessary since the wrong actions should be filtered out by utype_can_do_action since #1549 is applied.
