NickWick13 reports in https://github.com/freeciv/freeciv/pull/83 that granularity buildings.ruleset has barracks help text mentioning a percentage value incorrectly marked as C-format.

Going to fix in all branches, though only main is really affected - older branches do not collect strings from granularity for translation (it's not included in the distribution)
