Description
Doc of any unit:
- Can do the action 'Civil War'.
- the Workers may be captured while trying to escape after completing the mission.

Should this be targeted to 3.3? Civil War enabler is present there too.

Probably yes, I didn't check when started the ticket.
- Target version changed from 3.4.0 to 3.3.0
Take advantage of the already assigned variable 'paction' instead of calling action_by_number() again.
Actually, it seems like the patch is not necessary since the wrong actions should be filtered out by utype_can_do_action since #1549 is applied.
