Description
Add comment block for FREECIV_DISTRIBUTOR in fc_version. In addition to documenting the field, the comment block would be less frequently changing context (than current network capstr) for patches that set the distributor. That way distributors would not need to refresh their patches for every freeciv version, and often even between releases of the same version.
