Split from #2186 : One of the patches by caeies in PR https://github.com/freeciv/freeciv/pull/90 is
"gtk4: fix proposal for resize stuff.
This has textual dependency to #2221

At least with gtk-4.22, this change runs without regressing to the bugs that were the reason the old resize code was implemented in the first place.
- S3_2 / S3_3 patch extracted from the PR (where it was bundled with #2221 patch, not available separately)
- main patch is the same patch applied both to gui-gtk-4.0 and gui-gtk-5.0
