FriendAtArms requests "armisticelength" and "ceaserfirelength" server settings at https://forum.freeciv.org/f/viewtopic.php?t=95558
His use-case is adjusting them in the game.ruleset, though, so it's not clear if they really need to be server settings, or would just a ruleset setting do.

We can have both; server setting for giving end-users control, and a percentage (multiplier) effect to give ruleset authors powers to make the lengths different depending on the situation in the game.
