Feature #2344

Description
Msys2 builds are made with a controlled (not arbitrary) msys2 environment snapshots, so no new compiler warnings should appear randomly between builds. We could enable werror on those builds without risk of release build suddenly failing after test builds have succeeded.

Will need to rework #2407 and this one to apply the other way around, as #2407 is a 3.3.0-beta1 blocker, and this one just got delayed by the #2443 dependency.
