Description
civ2civ3 and sandbox rulesets have relative frequncy of the disasters 100 for every disaster, i.e., 10x that of classic (and I suppose, what they had originally). I suppose this to have desired frequency with the default disasters server setting value of 10, but it renders higher server setting values meaningless and insane; values far below the max already cause every disaster type to occur every turn in every city. Instead of having the relative frequencies in the ruleset 10x the normal, the default server setting value should be 10x, to still give user control to change the frequency between sensible values.
