Description

Granularity ruleset has move fragments set to 60, but terrains' movement costs are defined like the base would be 5.

It's not about move fragments, but about the speed of the units. Still, the patch is correct fix for the issue.

- Correct to use base cost of 50 (from unit speed), instead of 60 (from fragments)
