The issue is more complicated than missing entry in the choice dialog. Production is already an entry in the Strike target selection dialog, so it's (usually) not needed separately in the main choice dialog. The bug is that one can enter target selection dialog only when "Surgical Strike Building" action is enabled, i.e., it's not available when only "Surgical Strike Production" is enabled.
